NOTES

The governor's budget recommendations represent his original January proposal. It does not include any changes he subsequently has made to the budget presented with his State of the State address to the legislature.
ALL FUNDS includes state taxes, federal funds, gambling revenue, ear-marked taxes and fees.
GENERAL REVENUE covers only those funds which the legislature is free to appropriate as it wishes. Some agencies (such as the departments of Transportation, Conservation and Insurance) receive little or no General Revenue. These agencies are funded totally or almost totally from ear-marked taxes and fees.
For higher education, the total funds revenue figure does not include outside funds the universities raise from fees, federal funds, tuition, etc.
Employee benefits covers health insurance, retirement and unemployment compensation benefits for some, but not all employees. Some agencies have separate compensation plans for their workers that are not covered by a statewide benefit program.
The House voted to remove the federal "stimulus funds from the normal operating budget. The Senate added those funds into the non-General-Revenue budget side. The governor's January recommendation rolled the federal funds into General Revenue.
